Guarini Center fellows Jonathan Schrag and Benjamin Mandel submitted comments to the New York State Public Service Commission (PSC) in response to petitions to increase the limits on net metering in utility service territories. Schrag and Mandel argue that the net metering cap should be raised as little as would be feasible until the completion of ongoing work by New York State to better understand the costs and benefits of net metering.
