Policy-responsive PBR in NYS_FINAL_Page_1In a Guarini Center policy brief, Energy Law & Policy Fellow Benjamin Mandel presents and evaluates options for performance-based regulation (PBR) approaches that the New York State Public Service Commission (PSC) can adopt in its REV proceeding.

Mandel recommends that the PSC adopt “Integrated PBR,” by both broadening the range of policy incentives for utilities and benchmarking base revenue allowances, in order to cost-effectively address REV’s ambitious policy agenda.
